You must be an Irish citizen in order to be eligible for an Irish passport.
What to include:
• Four recent identical photographs of the passport holder (signed on the back by a witness).
• Your long form birth certificate and proof of address.
• €80 payment for a standard 10 year adult passport.
• €10 to pay for a passport express envelope from the post office.
People who are travelling in less than 10 working days will no longer be required to queue at the Passport Office in Molesworth Street in Dublin.

Passport service counters in Dublin and Cork have a standard 15 working day turnaround.
Passports are required for travel to all countries except the United Kingdom. (However, you should note that some airlines now require photo-ID for flights to the UK). With the exception of travel to the U.K., Irish citizens require a valid passport for travel to all other destinations in the E.U.
The DFA recommend you use the Passport Express service which is available at most post offices and will take around 10 working days turnaround.
